Ways of Problem Solution in Housing Sector

Abstract

Problems in the housing sector are discussed, including critical depreciation of housing stock, deficiency of financial means, confrontation of different management methods. Particular emphasis is given to the changes in Housing Code of the Russian Federation related to the fund of capital repair that offer the ways of problem solution. Comparative analysis of various ways of apartment building management reveals that partnership of housing owners and housing cooperative are optimal management methods under legislation in force. The role of management companies in apartment building management system is considered.
