Russian Economy in International Innovation Rankings

Abstract

The current economic situation is characterized by a tougher competition in both global and domestic markets, which is caused by the development of the most important global trends - the preservation of global macroeconomic instability, opposition to trends in post-industrialism and re-industrialization, the change in the trend towards globalization by the emerging economic model and its greater closure, with a more significant economic role of the state. Today, the most important competitive advantage for any national economy is the degree of innovativeness of its development. At the same time, each national economy has its own reasons for addressing the topic of innovation. Thus, the need for innovative development of the Russian economy is due to a decrease in its growth rates, urgent needs for qualitative transformations and incomplete use of its innovative potential. To determine the strategy and tactics of innovative development of each national economy, it is necessary to assess the initial situation, which is facilitated by the methods offered by international rating agencies, such as Bloomberg, Cornell University, together with the INSEAD business school and the World Intellectual Property Organization, etc. The Russian economy has steadily moved up the rankings until 2016, reaching the twelfth position in the general list and overtaking countries such as Austria and the United Kingdom in terms of rating. But then the tendency to increase positions has reversed. According to experts, the strengths of the Russian economy are determined by the high level of education of Russians, a significant proportion of the economically active population employed in knowledge-intensive industries. Among the most significant problems are the weak development of the innovation infrastructure, intangible assets, brain drain, etc. Overcoming the lag of the Russian economy in the innovation sphere is possible only with effective cooperation of the state, science and business.
