THE INFLUENCE OF THE LEVELS OF THINKING AND VALUES OF THE SUBJECTS OF MANAGEMENT ON THE EFFECTIVE DEVELOPMENT OF THE REGION

Abstract

The article examines the influence of the levels of thinking of management subjects on the effectiveness of decision-making and the sustainability of organizational change. The theoretical basis of the work is based on the concept of levels of thinking: from operational to strategic and value-oriented, and demonstrates that the transition to a higher level of thinking is a critical factor for systemic development. A methodology is proposed for assessing the current level of thinking of a person or a team, on the basis of which it is possible to create a trajectory for further development, an action plan and design regional transformations. The article makes a transition from levels of thinking to applied issues of transformation of management practices and overcoming the rut effect. It is emphasized that the concept of levels of thinking also provides a profound change in semantic guidelines, where attention shifts from improving processes to the purposeful development of new values. It is values that create the necessary bifurcation point for the transition of a regional system from one qualitative state to another. The possibility of a radical transformation arises when accumulated changes and external influences reach a threshold after which the system can switch to a new trajectory. The necessity of purposeful development of thinking of managers and management teams through the formation of values that provide motivation, alignment of interests and the ability to long-term vision is substantiated. The empirical part includes an analysis of the implementation of the approach in the Effective Region project, and Careful School project. The article also presents the results of a sociological study analyzing the relationship between the development of lean competencies and the level of lean thinking among participants. The results demonstrate that developing lean competencies facilitates the growth of team members' level of thinking, which, in turn, positively impacts the effectiveness of management practices and the sustainability of change. The article emphasizes the importance of a comprehensive approach to developing thinking and competencies for the successful implementation of lean methods in organizations.
