STAFFING FOR THE IMPLEMENTATION OF THE DEVELOPMENT STRATEGY OF THE UDMURT REPUBLIC

In the context of digitalization, structural transformation, demographic transition and geopolitical tensions, the labor market is undergoing significant changes, resulting in increased competition for highly qualified specialists, the development of new forms and types of employment, and so on. The paper describes a methodology for predicting the dynamics of the number of labor resources in the Udmurt Republic. The main factors contributing to depopulation in the Udmurt Republic have been identified: natural population decline (mortality is higher than the birth rate); migration outflow of the population. A quantitative analysis of the dynamics of the number of labor resources in the Udmurt Republic has been carried out. Over the period from 2018 to 2023, the number of people employed in the economy of the URALS decreased by 19 thousand people or by 2.7 %. The forecast of the average annual number of employees in the Udmurt Republic has been carried out. It is expected that in 2029 the average annual number of employees will be 681.94 thousand people. The current level of the deficit/surplus of labor resources in the economy of the URALS has been determined and its dynamics has been predicted. It has been established that an additional 26,429 thousand people will be required for the normal functioning of the labor market in 2025. The largest level of labor shortage is expected in manufacturing industries. The key issues, challenges and risks in the field of human resources support for the implementation of the SIR UR Strategy have been identified. This research not only contributes to an in-depth understanding of the processes taking place in the labor market, but also creates a basis for making informed decisions in the field of public policy and human resource management.References
